My reading of this passage is that he walked north until he hit the North Sea , then walked south until he hit Lake Fenarr , then dug a hole in the side to release the River of Faerie, which flowed east until it hit the Grimwall Mountains , and thereupon dug out the Grimwall Pass.
Obviously not to be taken literally, but nonetheless it suggests Kespenze is between Lake Fenarr and the North Sea, possibly in the open area to the north of the Grimwall Mountains, east of the Eastern Mountains .
Kobi

Written at the very top of the Map of the East in Brokedown Palace , in the mountains, but doesn't appear to be associated with an exact location.
Means "Sepulchral Vault/Beggar's Tomb" according to Cracks and Shards .
Koopyr
a place that is very nearly at the western edge [of the Empire] ... to the far northwestern region of the continent, on a peak called Kana, in the Kanefthali Mountains. In the earliest days of the Empire, when the seventeen tribes ... began moving east, among the first discoveries was [the Kanefthali Mountains, and Zerika negotiated a portion away from the Serioli] This portion centered around four of the mountains: Koopyr, famous for its large twin peaks ... Kor

What is the name they call you? It is the name of a valley to the west, is it not? Kor? / Pel. The Phoenix Guards , Chapter 16
On the one hand, Kor could be a mistake. On another, it might be a different valley, easily confused with another valley named Pel.
The Korlaph

Krethtown
it is good steel that comes from the best iron taken from the northern-most reaches of the Kanefthali Mountains, and smelted by a special process known only to the masters in Krethtown The Lord of Castle Black , Chapter 36
While the steel might have been transferred to another part of the Empire, I think a simpler explanation is that it's smelted near where it's mined.
